The Prime Minister of Armenia, Nikol Pashinyan, addressed the process of merging communities populated by ethnic minorities.

Some communities have not been merged because, according to Pashinyan, ethnic minorities in certain settlements did not wish to do so, perceiving it as a threat to their community's normal functioning. "We knew this would lead to certain problems," he said.

Pashinyan noted that in the merged communities, larger-scale activities are being implemented because their budgetary opportunities are greater, and they have the possibility to present subsidy programs. "Large-scale projects are carried out based on the programs presented by the communities. The community covers part of the financing, while the government fills in the rest. Since the non-merged communities do not have this opportunity, there is a restriction on the projects," he added.
