Military Prosecutors Ordered to Conduct Study in Non-Standard Barrack Facilities

The Deputy Attorney General and Military Prosecutor of Armenia, Grigor Elizbaryan, has instructed garrison prosecutors on January 23, 2023, to conduct an investigation into civilian buildings and facilities lacking the structural characteristics of standard barracks, where military personnel were deployed following combat operations in 2020 and 2022. This was reported by the Office of the Prosecutor General.

The Military Prosecutor has outlined a series of tasks to be carried out within the framework of studies conducted by the state interests protection division of the Military Central Prosecutor's Office:

• Gather information on all military units and subdivisions located within the garrison service area, whose personnel or part of it is stationed in non-standard barracks.
• Conduct on-site investigations of these accommodations to determine their structure, types of heating devices and fuels used, and the legality and justification of obtaining, storing, and distributing these resources.
• Assess compliance with the requirements of the Chief of the General Staff of the Armed Forces of Armenia's directive dated December 21, 2022, concerning the installation and operation of heating stoves in these accommodations and ensure the presence of appropriate measures for operating these stoves.
• Implement an urgent inventory of fire safety measures, verifying the legality and justification of the processes related to the receipt, storage, and distribution of fire safety measures, their actual condition, and compliance of installations with regulatory requirements.
• Compile a report on any identified violations and shortcomings, specifying the nature of the detected violation and the specific provision of normative legal acts that was breached.

Military Prosecutor Elizbaryan has instructed that the results of the completed investigations be summarized in a report and sent to the Military Central Prosecutor's Office along with supporting documents.
