Fines to be Imposed for Violating Requirements Related to the Armenian Flag
The Ministry of Justice proposes to establish administrative liability for officials who violate the requirements concerning the Armenian flag. The relevant draft law is available on the unified website for the publication of legal acts.
Regarding the flags displayed in government offices or at other locations in Armenia, or flags affixed to legally specified vehicles, it appears that these flag requirements are not stipulated as mandatory and cannot serve as grounds for administrative liability.
The requirements for the Armenian flag are as follows:
- The flag of the Republic of Armenia must be whole, clean, and not faded.
- The ratio of the length of the Armenian flag to the length of the flagpole must be no less than 1:1.7.
- When hanging the Armenian flag vertically, it should be turned 90 degrees clockwise so that, when standing facing the flag, the sequence of the red, blue, and orange colors from left to right is not disrupted.
- The bottom part of the raised Armenian flag must be at least 2.5 meters above the ground.
- The Armenian flag, which is permanently raised in accordance with the stipulated procedure, must be illuminated during nighttime hours.
Thus, individuals and legal entities who violate the requirements related to the flag will be fined between 30,000 and 50,000 drams, while officials will face fines between 70,000 and 100,000 drams.
It should be noted that for the draft to obtain legal force, it must first be approved by the government and then adopted by the National Assembly.
Administrative liability for violating requirements related to the flag has been established since March 23, 2022, with fines between 30,000 and 50,000 drams, but this was only for flags raised on buildings.
