A Ministry of Internal Affairs Will Be Established in Armenia: The National Assembly Approved the Bill
The National Assembly of the Republic of Armenia approved the legislative initiative presented by the government in its second reading, establishing a Ministry of Internal Affairs.
The package of amendments and additions to the law on the structure and activities of the government was passed during the Assembly session with 67 votes in favor and 6 against.
The Ministry of Internal Affairs will encompass three services: the emergency service, the police, and the migration and citizenship service. An academy will operate under the Ministry’s jurisdiction, responsible for the quality of personnel and providing the necessary training.
Following the first reading, a closed discussion on the legislative package took place with the participation of two Assembly committees, examining the details. As a result, certain revisions were made to the package, correcting technical flaws.
The “Armenia” faction presented four proposals, of which three were not adopted. The faction suggested that the process of awarding senior police ranks should continue to be reserved for the President of the Republic. However, according to Deputy Justice Minister Arpine Sargsyan, considering that the Police Department is becoming a state body of the Ministry of Internal Affairs, that regulation cannot apply. One proposal was partially accepted.
