In his speech regarding the proposal for universal income declaration, the head of the 'Civil Contract' faction in the National Assembly, Hayk Konyan, emphasized that the opposition is not present for the discussion of this important issue.

“The opposition has not participated in the discussions in committees, work discussions, nor in plenary sessions. On various occasions, the opposition has sharply swung back and forth, presenting draft declarations under the guise of projects of public interest, claiming that the ruling faction must come and discuss this issue that has drawn significant public interest. However, this draft that we are currently discussing is probably one of the projects with the greatest public interest in this Parliament. More than 2 million people must be declared in 2025. I find it hard to imagine a project with greater public interest than this, yet we are pushing through with the empty chairs of the opposition before us. Right now, we do not understand whether the opposition has returned to Parliament or not. We are all faced with a philosophical riddle: the opposition simultaneously exists and does not exist. This is a classic example of responsibility when you are endowed with the mandate of those people whose rights you must protect, yet you are not there,” Konyan stated.
