Criminal Prosecution: V. Gasparyan's Wife Awarded Colonel's Rank, Held Positions in Two Agencies But Never Reported for Duty

The wife of former Police Chief V.G., S.G. (S.S.), has allegedly aided her husband, who used his official position to misappropriate especially large amounts of property entrusted to him between 2000 and 2010. Specifically, S.G. held various significant posts, including the head of the analytical group in the Military Police's Department for combating desertion from May 11, 2000, to July 24, 2008, and later held senior officer positions until the end of her service. From 2010 July 1 until November 24, 2011, she served as the senior officer in the same department, followed by a transfer to the Police Personnel Department.

It appears that during her service from May 2000 to November 2011, S.G. did not report for duty nor perform her official duties, yet she received significant payments totaling 17 million 275 thousand 721 drams during this period. Furthermore, from December 1, 2011, to May 11, 2018, as a senior referent in the office of the Police Chief, she sporadically failed to report for duty and inadequately performed her duties, including unauthorized absences from the country.

During her tenure, S.G. was awarded the ranks of “Lieutenant Colonel” and then “Colonel” through orders issued on December 30, 2011, and December 30, 2016, despite her known absence from duty. In addition to these ranks, a further payment of 19 million 422 thousand 319 drams was also transferred to her name.

Her husband, V.G., was aware of S.G.'s repeated failures to report for duty and did not take disciplinary measures against her. Consequently, on December 3, 2022, it was decided to initiate public criminal prosecution against S.G. under Article 308, part 2, and Article 38-179, part 3, point 1 of the Criminal Code of the Republic of Armenia, and the case has been forwarded to the Anti-Corruption Committee.

Note: An accused person is considered innocent until proven guilty by a court judgment that has entered into legal force in accordance with the procedures established by the Criminal Procedure Code.
