Armenia did not sign the draft of the "CSTO Collective Security Council Declaration and Joint Measures to Assist the Republic of Armenia" because the political assessment from the organization was deemed insufficient. This was stated by the Speaker of the National Assembly, Alen Simonyan, during a briefing with journalists.

"We joined the CSTO to defend ourselves against the Turkish-Azeri tandem. Now the time has come for at least a political assessment to be made, but their evaluation was not adequate. The result was that Armenia refused to sign that document, expecting that a political assessment would find its place in the document," Simonyan mentioned.
