Peskov on the Possibility of Negotiations Between Moscow and Kyiv
De facto and de jure, Ukraine cannot and does not wish to conduct negotiations, and the special operation will continue. This was stated by Dmitry Peskov, the press secretary of the Russian President, during a conversation with journalists.
“We note the most important thing, which is that Kyiv's stance, repeatedly expressed by Zelensky, indicates that Ukraine cannot and does not want to negotiate both de facto and de jure. Accordingly, the objectives of the Russian Federation will be achieved through the continuation of the special military operation,” Peskov said.
He also commented on French President Emmanuel Macron's call regarding the negotiation process concerning Ukraine, stating, “We do not see any prospects for negotiations yet.”
When asked whether Kherson will remain the capital of the Kherson region, he declared that no other decisions have been made. In mid-October, Russian authorities began evacuating residents from four administrative districts deep in Kherson, due to constant attacks by the Ukrainian Armed Forces and the risk of flooding if the Kakhovka Dam is hit.
According to the commander of the joint grouping of Russian forces, Army General Sergey Surovikin, life has become dangerous for civilians in Kherson. Since the beginning of November, 115,000 people have been evacuated from the right bank.
Russian Defense Minister Sergey Shoigu ordered the organization of the defensive line of the Russian Armed Forces along the Dnieper border and the transfer of troops to the left bank. Last week, the Russian Ministry of Defense reported that more than 30,000 Russian soldiers, 5,000 units of weapons and ammunition, as well as damaged equipment had been moved to the left bank of the river. Losses have been avoided, and no unit of equipment or armament has remained.
