Where Have the Alma-Ata Declaration and Its Records Disappeared? They Are Not in the Archives of the National Assembly or the Ministry of Foreign Affairs

The newspaper Hraparak reports: "During the meeting between Pashinyan and Aliyev in Prague on October 6, Armenia and Azerbaijan reaffirmed their commitment to the UN Charter and the 1991 Alma-Ata Declaration, by which the parties recognized each other’s territorial integrity. However, members of the Armenian National Assembly from 1991-95 announced that Armenia ratified that declaration with reservations, stating that it does not pertain to Nagorno-Karabakh.

This was discussed in the National Assembly, and the reservation was included in the record. Ara Sahakyan, the Vice President of the National Assembly, and MPs Suren Zolyan and Kim Balayan have confirmed this information. However, following these statements, the authorities attempted to find the declaration and the voting record in the archives of the National Assembly or the Ministry of Foreign Affairs, but were unsuccessful.

They informed us that such a document does not exist in their archive and it may be in the National Archive. We have made an inquiry to find out where this historical document, which was adopted with the participation of 260 people and many are aware of it, has disappeared to."
