Deputy Araik Harutyunyan Received Large Sums from the Government, Says 'Hraparak'

According to 'Hraparak', 'The deputy head of the Prime Minister's Office, Bagrat Badalyan, has signed a contract with the state worth approximately 208 million drams on behalf of his company, 'Jananhagits Institute' LLC. Between September 1 and 30, 2022, Badalyan's company signed 9 contracts with the Ministry of Territorial Administration and Infrastructure, three of which were significant, worth 56 million, 89 million, and 30 million drams respectively.

It should be noted that this company provides authorial supervision services, meaning it oversees the implementation of construction and road works conducted by the ministry, prepares relevant documents, performs studies, in other words, handling the paperwork for construction and monitoring the construction work.

Bagrat Badalyan owns 88.13 percent of this company, which he acquired in 2020 while he was an advisor to Deputy Prime Minister Tigran Avinyan. Until Badalyan became a shareholder in this company, from January 1, 2019, to April 15, 2020, only one contract with the 'Jananhagits Institute' LLC was signed for a state procurement valued at 431 thousand drams. In 2018, three contracts were signed for a total amount of 11 million 949 thousand drams. This means that prior to Badalyan's acquisition of the company, it had signed contracts worth 19 times less with the state over a two-year period than it has in just one month with one state agency.

Moreover, most of the contracts were signed through a procurement process with one person, without a competition.
