Putin Signs Laws for Incorporating DPR, LPR, Zaporizhzhia, and Kherson into Russia
Russian President Vladimir Putin has signed four laws on the ratification of treaties for the incorporation of the self-proclaimed Donetsk People's Republic, Luhansk People's Republic, as well as Ukraine's Zaporizhzhia and Kherson regions into Russia, reports TASS.
The corresponding agreements were signed in Moscow on September 30. The borders of the new subjects of the Federation, as stated in the treaties, will be determined by the borders that “existed at the time of their incorporation into the Russian Federation,” according to the announcement.
Until the elections of the new regional leaders, they will be temporarily led by acting officials appointed by the President of the Russian Federation, in accordance with Russian legislation. Elections for regional parliaments will take place in September 2023.
Until 2023, it will be possible to pay in hryvnias in those territories; however, afterward, only the Russian ruble will be the monetary unit in these areas.
It is anticipated that the armed forces of the new regions will be included in the Russian Armed Forces. Legislative norms that contradict the Constitution of the Russian Federation will not be applied in those territories, including those regarding the death penalty.
It should be noted that the move to annex Ukrainian territories has provoked sharp criticism from the international community.
