Under What Circumstances Will Kazakhstan Extradite Citizens Who Have Fled Mobilization to Russia?

Kazakhstan will extradite citizens avoiding the partial mobilization announced on September 21 under certain conditions, stated Kazakhstan's Minister of Internal Affairs Marat Akhmetzhanov, as reported by Sputnik Kazakhstan and referenced by Tert.am. The extradition will occur if there is an international warrant issued against the citizen, and if a case has been initiated against them in Russia, with the act for which they are charged also considered a crime in Kazakhstan.

He emphasized that the country does not intend to inform Russia about all citizens who have fled mobilization, but only those listed in the search databases. According to the Kazakh minister, the extradition process is enshrined in an agreement ratified by the parliaments of both countries.

Meanwhile, interfax.ru adds that since the announcement of partial mobilization in Russia, approximately 98,000 Russian citizens have entered Kazakhstan, as noted by Aslan Atalikov, acting head of the migration service committee of Kazakhstan's Ministry of Internal Affairs. During the same period, 64,234 citizens have departed from Kazakhstan to Russia.
