ECHR Inquires Azerbaijan Regarding Captured Soldiers' Videos

The European Court of Human Rights (ECHR) has posed a query to Azerbaijan concerning the videos of captured soldiers, demanding information about one identified captive as of September 13 and other unidentified captives depicted in the videos by September 22.

This was reported by the Armenian representative in international legal matters, as conveyed by Armenpress.

On September 16, the Court made a decision under Rule 39, emphasizing that the prohibition against targeting civilian settlements from its September 29, 2020 decision remains in force and extends to these circumstances (the 2020 decision urged the parties to uphold the requirements of the Convention, including those concerning captured soldiers).

The ECHR noted in its decision that any deviation from this approach may lead to a change in its stance.

Regarding the videos of captured soldiers, the ECHR has inquired of Azerbaijan about one identified captive, along with the remaining unidentified captives depicted in the videos, specifically regarding their location, conditions of detention, and health status, with a deadline set for September 22.

The announcement stated, “We are continuing the identification efforts of Armenian captives in collaboration with partner organizations, the results of which we regularly update in our applications submitted to the European Court.”
