Moreover, it should be noted that General Khachatryan held a key position during the war and possesses information that only a very limited number of people have access to.
In an interview with 168 Hours, he confirmed that an order was issued from former Chief of Staff Onik Gasparyan to military corps and the Defense Army to switch to defense. However, there was a segment that was not fully prepared for enemy actions, hinting at the Defense Army. Furthermore, Khachatryan claims that there was an order from the Chief of Staff before the war to be in command posts, but former Defense Army commander Jalal Harutyunyan was not present there at the onset of the war.
The main issue leading to our defeat in the war has been, and should be the focus, that despite having credible information received in advance regarding the commencement of hostilities, it is said that even the specific day was known ahead of time by intelligence. The Armed Forces, and more specifically the Defense Army, did not mobilize with all their capabilities; they only made certain reinforcements, which was severely insufficient in such a situation.
Moreover, there are reports that intelligence had specified that the main direction of attack would be Artsakh, and based on that, military corps not only prepared measures to transition from peace to war but also managed to relocate ammunition depots, which was not the case for the Defense Army, and Azerbaijan immediately struck them from the first days of the war. The question of why the Defense Army did not fully mobilize in the presence of relevant intelligence information already hints that the main reason for uncovering the circumstances of the war should be sought here."
