It Is Impossible to Initiate Proceedings Based on Edited Audio Recording: Constitution Court Statement

The initiation of disciplinary proceedings against the acting president of the Supreme Judicial Council, G. Jhangiryan, has been rejected. This was reported by the press service of the Supreme Judicial Council.

In connection with the issue of disciplining the temporary president of the Supreme Judicial Council G. Jhangiryan, a commission consisting of members of the Supreme Judicial Council, Grigor Bekmezian, David Khachatryan, Mesrop Makyan, Ani Mkhtaryan, and Sergey Chichoyan, decided today, on June 30, to reject the initiation of disciplinary proceedings.

The commission found that it is impossible to initiate disciplinary proceedings against a judge or a member of the Supreme Judicial Council based on an edited audio recording.

The commission also noted that the one-year period stipulated by law for initiating disciplinary proceedings has been missed, as R. Vardazaryan published the recording made on February 20, 2021, only on June 20, 2022, which is 1 year and 4 months after the alleged violation occurred.
