Transition to Semi-Presidential System Planned in Artsakh

Artsakh is set to implement constitutional changes that will transition the governance system to a semi-presidential structure. Parliamentary and presidential elections will be held separately in 2023 and 2024, respectively.

The Constitutional Reform Commission under the President of Artsakh has published a draft concept of constitutional reforms for the Republic of Artsakh. It is noted as a justification that “the current concentration of power in a single individual—the President of the Republic—is quite dangerous and extremely risky in the current geopolitical conditions of Artsakh.”
