VIDEO: Ararat Mirzoyan Explains Why Meeting on Border Demarcation with Azerbaijan Did Not Take Place

The Armenian Ministry of Foreign Affairs has presented a statement from Minister Ararat Mirzoyan, along with responses to journalists' questions, ahead of the Armenia-European Union partnership council meeting.

“Hello dear colleagues,
I am pleased to be here in Brussels today to preside over the fourth meeting of the Armenia-EU Partnership Council. It is very gratifying that despite the existing realities and numerous challenges, we are able to ensure the continuity of our negotiations and cooperation at various levels. The Armenia-European Union Partnership Council is indeed a unique platform where we engage in in-depth discussions and exchange ideas on various topics, ranging from specific aspects of the Armenia-EU bilateral agenda to regional and political issues. I expect that in line with the established traditions, we will have an open and inclusive dialogue.

It is significant that this year marks the 30th anniversary of the establishment of diplomatic relations between Armenia and the European Union, and it is symbolic that this year also marks the 1st anniversary of the entry into force of the Comprehensive and Enhanced Partnership Agreement between the Republic of Armenia and the European Union. We will certainly address the implementation of this agreement.

Today, we will also discuss the current situation in the South Caucasus, the resolution process between Armenia and Azerbaijan, and the comprehensive and lasting resolution process of the Nagorno-Karabakh conflict. We expect the support of the European Union for the peace process in accordance with the mandate of the OSCE Minsk Group co-chairmanship.

Today, unresolved humanitarian issues will also be discussed, particularly the issue of the release of Armenian prisoners of war and hostages, as well as problems related to the preservation of Armenian cultural heritage and other issues regarding the Nagorno-Karabakh conflict. Overall, I would like to emphasize that today's meeting is another important step towards a stronger understanding, partnership, and a higher level of peace and prosperity for our citizens.

Question: Please clarify one matter. Yerevan has presented its vision for peace with Azerbaijan, proposing to also discuss the rights and security of the people living in Nagorno-Karabakh. Speaking of Azerbaijan’s willingness, is Baku ready to start negotiations based on this proposal?

Ararat Mirzoyan: As I mentioned, we have published our vision for the peace process. We have said from the outset that there is nothing unacceptable to the Armenian side in Azerbaijan’s proposed points; however, these points do not address the complete agenda of the potential and expected peace treaty or the entire spectrum of existing issues. In this regard, it is important for us to discuss the rights and security issues in Nagorno-Karabakh, as well as the status of Nagorno-Karabakh. We believe it is important to continue negotiations on the peace treaty within the framework of the OSCE Minsk Group co-chairmanship, according to the mandate. So far, we have not heard a positive response from Azerbaijan on these points. But you know that efforts are being made to make these negotiations possible. Thus, I can only emphasize our willingness and commitment to having peace and stability in our region. But for that, it is necessary to have the readiness of both sides.

Question: One last additional question. You mentioned that the first meeting on the border demarcation between Armenia and Azerbaijan was scheduled for May. However, this meeting did not take place on May 16-17. May I ask why?

Ararat Mirzoyan: You are correct, the meeting did not take place, but I can assure you that we will continue our discussions on organizing this meeting. There are some technical details that the parties need to agree on. And I hope that in the coming days or weeks the meeting will finally take place.”
