Prime Minister Instructs to Call Emergency Services After Noticing Fallen Woman
On April 26, discussions were held regarding the accident at the Leo-Paronyan intersection, which raised several questions. This was noted by Taron Chakhoyan, the Deputy Head of the Prime Minister's Office, on his Facebook page.
“Question - Why did the Prime Minister's convoy not stop to provide assistance to the woman who was injured in the accident? Answer - At the moment of the accident, the Prime Minister’s vehicle was approximately 100-150 meters away from the scene. The incident was not visible from inside his car and could not have been seen. The Prime Minister's car passed the accident site moments after it occurred. This means that during the necessary seconds for covering the 150 meters after the accident, the Prime Minister was not aware of and could not have known what specifically happened. Upon noticing the fallen woman as they passed by the accident site, the Prime Minister instructed to call emergency services and find out what happened. The ambulance arrived minutes later. The Prime Minister was informed about the accident involving the Vehicle Command Escort upon reaching the National Assembly, after which he issued relevant instructions to the Minister of Health and law enforcement agencies.
Question - Why could the traffic police not have noticed the accident? Why did they not stop to provide assistance? Answer - If the escort vehicle of the traffic police had stopped, the entire convoy would have been halted, blocking the entire street and creating additional traffic jams in nearby streets, thus hindering the ambulance's access to the scene and the victim. Furthermore, taking such circumstances into account, under internationally accepted regulations for the duties of heads of state’s convoys, escort vehicles (in this case, the traffic police) are not permitted to stop at unexpected locations, even in the event of incidents.
Question - Why did the Prime Minister not express condolences regarding the accident? Answer - The Prime Minister had a phone conversation with the father of the injured Sona Mnatsakanyan, expressed his condolences to him and his family members, voiced his sorrow and regret about the incident, and assured that an objective investigation would take place,” he wrote.
