From now on, no need to present a 'zero certificate' when selling a vehicle

The government made a change today, March 10, during its session regarding the improvement of administrative procedures related to the state registration of vehicles.

Minister of Territorial Administration and Infrastructure Gnel Sanosyan noted that this is a good example of digitization, which will simplify several processes for citizens.

"Now, in the case of state registration of movable property, it is important that the citizen presents a 'zero certificate,' which indicates no obligations or debts associated with that property. For this, our citizens were obliged to go to the local municipality or the administrative head to present that certificate in paper form. It becomes particularly difficult when that vehicle is registered in different regions. Since last year, an electronic system has been launched, allowing our citizens to make payments related to real estate. Now we are making an addition to that system, including movable property in that database, and our citizens who find out at the police station that they have certain debts can take a few minutes to enter the system, quickly make their payment, and complete their transaction," said the minister.

Prime Minister Nikol Pashinyan emphasized that this decision resolves two issues. "Firstly, we are completely eliminating the need for a paper 'zero certificate.' Secondly, even if the property tax payment is not in a zero status, it is not mandatory for the citizen to visit the local self-government body; for example, during any operation at the traffic police or any other body, they can make the payment from there," the Prime Minister stressed.
