Lukashenko closely monitored the negotiations between Russia and Ukraine in Minsk from start to finish and showed interest in the process. This was reported by Belarusian Foreign Minister Vladimir Makey, who added that the negotiations inspire "cautious optimism."

"If there had been no external interference, I am confident that this process, which has begun, would have been completed long ago. And, perhaps, there wouldn't have been a need for any further actions to be taken," he said.
