Kyiv is losing and must make concessions to Moscow's demands. This statement was made by Belarusian President Alexander Lukashenko.
Negotiations require the demilitarization of Ukraine and a cessation of hostilities in Donbas. Lukashenko also emphasized that Ukraine should not enter NATO.
He proposed that Russian-Ukrainian talks take place in Minsk.
