State of Emergency Declared in Rostov Region

A state of emergency has been declared across all municipal areas of the Rostov region starting February 19 at 10:00 AM due to the influx of refugees from Donbas. The relevant order was signed today by the First Deputy Governor Igor Guskov.

The document states: “To impose a state of emergency for the authorities of the management bodies and the territorial subsystems of the unified state system for the prevention and elimination of emergencies in the Rostov region.”

Earlier, media reports indicated that Rostov Governor Vasily Golubev discussed the appropriateness of declaring a state of emergency during a meeting with Acting Minister of Emergency Situations Alexander Chupriyan. Chupriyan highlighted that the decision was correct.

It was also noted that the regional government has switched to a round-the-clock operational mode. On February 18, the authorities of the LPR and DPR announced that they would evacuate civilians to Russia. Temporary accommodation points have been established at recreation centers and health resorts in the Rostov region to house the refugees.

To assist with the reception of refugees, Acting Minister of Emergency Situations Alexander Chupriyan and Head of Rospotrebnadzor Anna Popova have traveled to the Rostov region.
