Tigran Abrahamyan on the Incident at the Kapani Military Unit

Member of Parliament Tigran Abrahamyan from the "I Have Honor" faction writes: "The incident recorded in one of the military units located in the Kapani area, which has been actively circulated in the media, raises serious concerns regarding the violence inflicted on a serviceman and the injuries sustained. As the reason, circumstances have been presented based on which conflicts have existed in military units in the past, but these have not been as pronounced in recent years.

As far as I understand, the serviceman is currently out of the military unit, and he and his family refuse to allow his return. I would like to note immediately that without violating the presumption of innocence, I will not address the circulating hypotheses, the circumstances presented, or the alleged perpetrators, as the entire picture is not yet complete; however, I will make a few observations.

First, incidents related to non-statutory relationships continue to occur in the army, yet the General Staff and the Ministry of Defense do not take visible and proper measures in this regard. Moreover, as far as I understand, relevant agencies and divisions have conducted analyses, but the military leadership does not accept this as a basis and thus does not take necessary actions. My assertion is based on the fact that during the last Q&A session with the government, the Minister of Defense indirectly mentioned this, stating that he had been provided with analyses, but he has not yet formed a definite approach to it.

Second, the predominance of negative phenomena affecting the army, which are transmitted from society, lies at the root of such incidents. Various mechanisms have operated at different stages to curb these issues; however, currently, these mechanisms are operating severely handicapped. Regardless of the involvement of individual servicemen, officers, or the serviceman presented as the victim in the recorded incident, this is a systemic issue, and its resolution cannot be episodic or temporary.

Third, the balance of officer-soldier relationships has been violated, making such incidents inevitable. There are also other reasons that I consider risky to present publicly, and I will not address those in this case."
