Community Head of Tegh Denies Certificate to War Participant, Citing Unpaid Land Tax

A resident of Tegh community in the Syunik region, Gevorg Hayrapetyan, recently approached the community administration to request a certificate. However, according to the resident, the community head, David Ghulumtsyun, gave a rather peculiar response. This was reported by Hraparak.am.

He stated, “Pay your land tax, and I will give you the certificate.” Gevorg Hayrapetyan mentioned in a conversation with us that he is a participant in the second Artsakh war. He has three children, and soon a fourth will be born. “Perhaps I didn’t vote for him in the elections, that’s why he responded to me like that,” our interlocutor noted. “The land tax is 100,000 drams; I said that I would pay it over time, I am not refusing, but still, my issue remains unresolved.”

The head of the Tegh community, David Ghulumtsyun, denied the aforementioned incident during our conversation, labeling it as defamation. According to him, “Everyone is equal for me,” and thus there was no such issue. He mentioned that he is always ready to provide the appropriate certificate to any resident, but if Gevorg Hayrapetyan does not prove that he made such a statement, he will not receive the certificate.

Note: It should be mentioned that David Ghulumtsyun is the nephew of Syunik region governor Melikset Poghosyan.
