I Urge Anahit Avanesyan to Implement Her Proposal: Tovmasyan

The citizen S. P. has reached out to me (January 21, 2022) with a request to take measures to ensure that the Minister of Health, Anahit Avanesyan, becomes their benefactor as per a public proposal. This was stated by Taguhi Tovmasyan, a member of the ‘I Have Honor’ faction of the National Assembly, on her Facebook page.

“The citizen has informed me in their request that they have also written to the Minister of Health, asking her to be their benefactor, as none of their relatives are willing to bear the financial burden of their PCR test fees. Considering the statement made by the Minister of Health, Anahit Avanesyan, during the press conference on December 30, 2021, that ‘yes, the Constitutional Court has recognized the phrase “at one’s own expense” as unconstitutional, it will be removed because there cannot be a restriction that a citizen must pay at their own expense and not, for instance, a relative, benefactor, or any other person who wishes to pay for the test on their behalf, and since such restrictions cannot be imposed, which I believe is lawful, yes, a relative can also pay for the test on behalf of the citizen…’ I publicly urge the Minister of Health, Anahit Avanesyan, to implement her own proposal, to fulfill the request of the citizen S. P., and personally bear the financial burden of the citizen’s PCR tests, which occur once a week, considering the price policy for the tests (approximately 15,000 AMD) and the minimum wage established in Armenia (68,000 AMD), as well as emphasizing the state’s fundamental obligation to recognize and protect property rights and the necessity for individuals within a state declared social to always feel the concern of the state in terms of meeting their reasonable expectations and needs,” Tovmasyan wrote.
