Ministry Clarification on Gas Price Regulation

The Ministry of Territorial Administration and Infrastructure of the Republic of Armenia has issued a clarification regarding the review of the gas tariff.

“There have been a number of contradictory and baseless publications in the media regarding a ‘secretly signed gas agreement.’ In order to prevent manipulative interpretations and the spread of misinformation, we would like to inform once again:

1. For the year 2022, the issue of the border gas price is regulated by a supplementary agreement attached to the contract signed in 2013 between Gazprom Armenia LLC and Gazprom Export LLC, which states that the border gas price will remain unchanged for 2022. This supplementary agreement was signed on October 29, 2021. Based on the contract signed in 2013, which is a public document, the formula for the adjustment of the price of gas with actual calorific value was agreed upon and approved, which will be applied starting from April 1, 2022.
2. At the same time, the Government of the Republic of Armenia approved the proposal to sign a memorandum of changes to the Agreement on the Conditions of Purchase and Sale of Shares of HayRusGazard Closed Joint-Stock Company and its further activity between the Government of the Republic of Armenia and the Government of the Russian Federation during the session held on December 23, 2021. This decision was published back in December 2021 and has been posted on the official website of the Government of Armenia. Currently, the Ministry of Territorial Administration and Infrastructure and the Ministry of Foreign Affairs of the Republic of Armenia have been tasked with organizing the signing of the memorandum.

The final gas tariff for consumers will also be determined through a transparent process, which will include open discussions during upcoming meetings of the Public Services Regulatory Commission,” the released statement noted.
