2000-2018: Gasparyan's Wife and Daughter Were Registered in the Defense Ministry and Police but Did Not Attend Work

The Anti-Corruption Committee's public relations department reported that during the investigation of a multi-episode criminal case against former police chief Vladimir Gasparyan, several acts of corruption committed by him were uncovered, including the legalization of property acquired through criminal means, amounting to over 2 billion drams.

As previously reported, from 2000 to 2018, Gasparyan's wife and daughter, who held positions at various times in the military police of the Defense Ministry and the Police, did not show up for work and did not fulfill their duties for years. Additionally, Gasparyan's wife, while holding a position in the Police, improperly performed her official duties for unreasonable reasons. Gasparyan, aware of all this, abused his official powers and intentionally failed to take the legally prescribed measures, through which his wife and daughter were unjustifiably paid amounts exceeding 45 million drams.

The investigation revealed that from 2000 to 2018, while holding various positions in public service, Vladimir Gasparyan not only abused his official powers but also committed official forgery, embezzlement of a particularly large amount, and engaged in other corrupt criminal activities. As a result, the former police chief illicitly acquired property worth significantly more than the legal income of himself and his family members, including expensive houses and vehicles, which he legalized through various means including registration in the names of associated individuals to conceal their criminal origin.

The investigation found that Gasparyan legalized (laundered) property acquired through criminal means totaling 2,116,040,804 drams.

For the commission of the above-described criminal acts, Vladimir Gasparyan has been charged under Article 190, part 3, points 1 and 3; Article 179, part 3, point 1; Article 34-179, part 3, point 1; Article 314, part 1; Article 315, part 1; and Article 308, part 2 (2 episodes) of the Criminal Code. The preliminary investigation of the criminal case has been completed. The case has been referred to the supervising prosecutor for approval and submission to the court,” the statement said.
