Urgent: A New Decree on Restrictions Issued by Anahit Avanesyan

The Health and Labor Inspection Body of the Republic of Armenia informs that a new decree (No. 02-N) by the Minister of Health of Armenia has been published. This decree amends the previous decree (No. 17-N, August 4, 2020), stating that visitors to hotels, public catering establishments, gyms, libraries, museums, and audience members attending cultural activities such as concerts and cinemas must present either a testing or vaccination certificate upon entry. This can be done via a mobile app QR code or a printed version from the mobile application.

The requirement does not apply to pregnant women, those with documented absolute contraindications, and individuals who have previously been infected with COVID-19 and possess a positive PCR test result valid for up to 90 days. You can read the complete decree on arlis.am.

The following changes and amendments are made to the decree:

  1. In the entire text of the annexes, replace “decree No. 35-N dated July 3, 2013” with “decree No. 88-N dated December 6, 2021.”
  2. Amendments to various points across multiple annexes specify the requirements for certificates consistent with the government decision No. 1514-N dated September 11, 2020.
  3. New points have been added to the annexes, detailing the conditions under which individuals can enter various public and cultural venues.
  4. Specific provisions regarding entry to gyms, hotels, libraries, and cultural organizations have been elaborated, especially concerning age limitations and necessary documentation.

This decree will take effect the day after its official publication, except for the provisions in points 4-9 of paragraph 1, which will come into force on the fifteenth day following the date of official publication.
