The case of Davit Tonoyan, 'Patron Davo', and others has been sent to court by the prosecutor
The former Minister of Defense Davit Tonoyan, former Deputy Chief of the General Staff of the RA Armed Forces Stepan Galstyan, and the well-known businessman Davit Galstyan, known as 'Patron Davo', have had their case confirmed by the supervising prosecutor and sent to court. This was reported by Aravik Khachatryan, head of the public relations department of the RA Prosecutor General's Office.
The prosecutor's office announced that during the investigation of the criminal case conducted by the RA National Security Service’s investigative department, it was established that high-ranking officials of the RA Armed Forces and the Ministry of Defense, abusing their official positions and in preliminary agreement with the owner of 'Moston Engineering' company, acquired 4,232 units of expired military equipment previously rejected and stored by the RA Ministry of Defense, in order to settle the company's obligations towards the RA Ministry of Defense following the privatization of 'Neutron GAM' and 'Baghavan' LLC in 2018.
It was also revealed that the aforementioned individuals modified the technical specifications, which are part of the contract for the acquisition of military supplies, to correspond with the actual type of goods stored at the Ministry of Defense to legitimize their actions, while providing fictitious data regarding the supply of ammunition in factory boxes to the central warehouse of military unit N of the RA Ministry of Defense.
Moreover, the military supplies were acquired at nearly double the price compared to the previous acquisition of the same batch of ammunition, resulting in a theft amounting to 2,277,323,840 AMD, equivalent to 4,655,200 USD.
The criminal case charges Davit Edgar Tonoyan under Article 179, Part 3, Clause 1 of the RA Criminal Code, Artak Matevos Davtyan under Article 375, Part 3 of the RA Criminal Code, Stepan Robert Galstyan under Article 375, Part 3 and Article 314, Part 1 of the RA Criminal Code, Avetik Valodya Muradyan under Article 375, Part 3 and Article 314, Part 1, Vladimir Artash Babayan under Article 375, Part 3 and Article 314, Part 1, Artem Egor Hambaryan under Article 375, Part 3 and Article 314, Part 1, Davit Varazdat Galstyan under Article 178, Part 3, Clause 1 and Article 325, Part 1 of the RA Criminal Code. The indictment has been sent to the first instance court of general jurisdiction of Yerevan for practical consideration as of January 7, 2022.
