Dumanyan Responds to Discussions About Having Two Directors in Schools
It is incorrect to assert that there will be two directors in schools. This was stated by the Minister of Education, Science, Culture, and Sports, Vahe Dumanyan, during a session of the Public Council attached to the ministry, while discussing the draft amendments to the Law on General Education. He clarified that there will be one director in each school, with the administrative-economic component being removed from their responsibilities, allowing the director to focus solely on substantive issues.
The minister noted that the appointment of the director will entail a clear commitment from the state, which will define specific standards for school management, while the director will be responsible for achieving the established benchmarks. He also mentioned that there will be a review of teacher salary policy and issues regarding salary scales.
In turn, Deputy Minister Zhanna Andreasyan emphasized that the proposed changes aim to separate administrative-economic management from the substantive management of the educational process. This means that administrative-economic management will be centralized for multiple schools, while clear outcomes will be established for the educational director.
Another proposed change will involve the appointment of both administrative-economic and educational leaders, while the school council will focus on substantive development issues of the respective educational institution. The third change will clarify the accreditation process; a certification mechanism will be introduced for current directors based on the performance of their proposed development plans.
