Creation of Police Forces in Artsakh to Participate in National Defense

The Permanent Commission on Defense, Security, and Law Enforcement of the National Assembly of the Republic of Artsakh convened a meeting on December 13. This was reported by the National Assembly of Artsakh.

The agenda included a package of legislative proposals related to the "Police Forces Law," amendments to the "Law on Police Service," changes in the "Defense Law," and amendments to the "Law on Eternal Commemoration of Those Who Died for the Defense of the Homeland." The proposals were presented by Artem Harutyunyan, the Chief of Police of the Ministry of Internal Affairs of Artsakh.

The necessity for this legislative package is conditioned by the situation created in the Republic of Artsakh following the war that began on September 27, 2020. As a result of the adoption of these legislative proposals, police forces will be formed within the Artsakh Police, which will participate in maintaining public order and ensuring public safety during military and emergency legal regimes, contribute to the defense of the Republic of Artsakh, and safeguard special and critical facilities. They will also ensure the safe transport of special cargo, as well as establish uniformity in the concepts outlined in the respective laws.

The proposals recommend defining the concept of police forces, their duties, legal bases, and principles of activity, as well as the rights and duties of police service members and the legal and social security guarantees for their families. Additionally, regulations for the funding and logistical support of the police forces will be established.
