The Secretary of the Security Council Must Clarify Following Public Surprise, says RA Ombudsman on Armen Grigoryan's Controversial Statement
The RA Ombudsman Arman Tatoyan has made a statement, which we present below.
The publicly surprising official, acting as the Secretary of the RA Security Council, is obliged to clarify at least the following:
- How does he envision the free and safe movement of people and goods under the conditions of Azerbaijani border and customs control on the Goris-Kapan road?
- Is he aware that these functions imply restrictions on the rights of RA residents by Azerbaijani law enforcement bodies, including subjecting people to fines, initiating criminal cases, detaining and arresting individuals, and conducting searches, among others?
- How can the residents of RA [neighboring villages] traveling on the Goris-Kapan road or foreigners protect their rights (for instance, who and through what procedures should they appeal), and how does he anticipate the application of Azerbaijani legislation towards them?
- How will accountability and penalties be ensured for Azerbaijani border and customs authorities that allow violations of rights?
Note: In fact, the presence and actions of Azerbaijani armed forces and law enforcement bodies on RA roads are illegal (lacking legal grounds) from the outset. We must not legitimize their presence and actions through statements, but rather work towards their removal.
