Armenian Authorities Introduce a New Thesis Regarding Artsakh: 'Zhoghovurd'
According to 'Zhoghovurd', Armenian authorities are promoting a thesis stating that if the current authorities of Artsakh resign, then Armenian Prime Minister Nikol Pashinyan will cease to provide any financial assistance to Artsakh.
This thesis has become a topic of intense discussion in various circles and has reached Artsakh, where a segment of the public anxiously awaits whether the assistance provided to Artsakh depends on the authorities or individuals in charge.
In reality, there are numerous intergovernmental agreements and contracts between Armenia and Artsakh regarding various financial supports. Furthermore, Armenia provides a non-repayable loan from the state budget almost every year, which this year constitutes the largest amount due to the post-war situation.
'Zhoghovurd' has learned that the draft budget for 2022 presented by the Ministry of Finance of Armenia allocates 144 billion drams to Artsakh. According to the draft, the budget loan allocated to the Republic of Artsakh is scheduled to be repaid by January 1, 2026, with an interest rate of 0.01 percent per annum.
Therefore, the thesis that the Armenian authorities will not provide funds under a different administration in Artsakh cannot actually exist. Allocations have always happened, regardless of individuals in power.
