Who is the Bigger Corruption Figure: 'Hraparak'

'Hraparak' newspaper writes: The relationship between Artsakh President Arayik Harutyunyan and Minister of Territorial Administration Hayk Khamoyan has soured. Following Harutyunyan's directive, Artsakh law enforcement has engaged in uncovering a corruption case involving Khamoyan, which the president does not hide. He has stated privately that he will not stop this process; in the past, Khamoyan, who was in opposition, called him a corrupt figure at inconvenient times, and now the public can see who the real corrupt individual is.

It is noteworthy that the Artsakh Prosecutor's Office recently reported that a hotel in Artsakh illegally appropriated 19.5 million drams from the state by presenting false data on displaced persons and compensations for those without housing. We had previously noted that the hotel in question is 'Sofia', but the issue is not merely about the hotel itself. The problem lies within the Ministry of Territorial Administration, represented by Minister Hayk Khamoyan, which oversees operations and determines the scope of beneficiaries. No hotel can falsify data on its own.

According to some information, the process was carried out through Khamoyan's aide, one Angel, who is also a participant in the war. We have also been informed that Khamoyan and Harutyunyan met on Sunday. The details of their conversation remain unknown. However, it is symbolic that the ministry led by Khamoyan issued a statement yesterday, calling on the prosecutor's office and the Investigative Committee not to 'turn into branches of yellow press'. Some have been left with the impression that Harutyunyan and Khamoyan reconciled and decided to obscure the issue by making law enforcement the scapegoat. It is also important to remember that Khamoyan's appointment was mediated by Pashinyan, and it appears that Harutyunyan has not received positive signals from Armenia regarding pressuring him.
