Gnel Sanosyan Disregards Prime Minister and Does Not Implement His Decisions: Edgar Ghazaryan

Former head of the Constitutional Court staff Edgar Ghazaryan wrote on his Facebook page: "The internal disorganization and chaos present in Nikol Pashinyan's government has reached a degree where ministers have begun to disregard Nikol Pashinyan and not to execute the Prime Minister's decisions and orders. In particular, by the Prime Minister's decision No. 970-A dated September 9, 2021, during the discussion of the package of draft laws on amendments and changes to the Law on Administrative Territorial Division of the Republic of Armenia and the Law on Local Self-Governance in the National Assembly, the representative of the Armenian government was appointed Minister of Territorial Administration and Infrastructure Gnel Sanosyan. However, on September 22, 2021, the minister did not attend the parliamentary hearings organized by the Standing Committee of the National Assembly on Territorial Administration, Local Self-Governance, Agriculture, and Nature Protection regarding that package, resulting in the legislative package being presented by the deputy minister of Territorial Administration and Infrastructure.

It turns out that the minister, on one hand, is disregarding the Prime Minister and not executing his decisions, and on the other hand, is not presenting himself to the National Assembly to fulfill his obligations. This is an unprecedented phenomenon in the system of executive power. Probably, Gnel Sanosyan thinks, 'Who is the Prime Minister that I should execute his decisions, just a common capitulator? What makes me any less of a capitulator? During the period I worked as the governor of Gegharkunik, Azerbaijanis entered the region unchecked, advanced more than 3 kilometers, killed Armenian soldiers, captured several prisoners, and shelled a number of peaceful settlements in the region, having taken control of more than half of the Sotk gold mine, for which I was rewarded and immediately appointed as Minister.' Probably, with this internal conviction, the minister disregarded the Prime Minister, but also took advantage of the opportunity to avoid presenting that disgraceful legislative package, which would ultimately devastate the local self-governance system in Armenia."
