Most inmates had expectations that a pardon would be announced for the 30th anniversary of independence. Traditionally, this has been done on such occasions, especially in jubilee years, benefiting many convicts, but this year it did not happen.

The situation has changed here as well; while previously the political authorities used pardons for their own benefit, offering deals to incarcerated authorities in exchange for supporting the government's interests, there is no need for that now.
