Aliyev's New Accusations Against Armenia

The President of Azerbaijan, Ilham Aliyev, stated on August 24 that if sanctions had been imposed on Armenia in a timely manner and if the co-chairs of the Minsk Group had utilized 5% of the capabilities of the world's three leading countries to persuade or compel Armenia to withdraw its occupying forces, war would not have started.

This time, he accuses Armenia of obstructing the visit of UNESCO to Nagorno-Karabakh. Aliyev claimed that the delay in the UNESCO assessment mission's visit to Nagorno-Karabakh is due to the stance of the Armenian side.

In early May, then Acting Foreign Minister of Armenia Ara Ayvazyan noted that the country was expecting the visit of a UNESCO assessment mission to the region of the Nagorno-Karabakh conflict. The organization's press service informed RIA Novosti that the date of the mission's visit has not yet been determined. Since the war, we have received signals from UNESCO that they want to come. They had not come for 30 years, and after the war, they decided to visit. We agreed to this, and as far as I know, the mission has already been formed, but now Armenia is protesting again.
