VIDEO. Pashinyan Does Not Deny Existence of Memorandum Regarding Goris-Davith Bek, Kapan-Jakaten Roads

Prime Minister Nikol Pashinyan today, August 24, in response to the question of Anna Grigoryan, a member of the "Armenia" faction in the National Assembly, did not deny the existence of a memorandum concerning the regulation of the Goris-Davith Bek and Kapan-Jakaten roads.

First, MP Anna Grigoryan reminded that the self-defense units guarding the borders of Syunik had to abandon their advantageous positions on December 17 and leave the regions of Kovsakan and Sanasar, which is not mentioned in the November 9 statement regarding their handover to Azerbaijan.

“Is there a separate memorandum? I want you to clarify very clearly to the Armenian people that besides the November 9 statement, there is also a separate memorandum regulating how traffic should occur on the Goris-Davith Bek and Kapan-Jakaten roads. According to this memorandum, the first point is that Armenian forces must withdraw from Kovsakan and Sanasar. The second and remaining points refer to what kind of control these roads should have. I want to inform the Armenian people today that there is a separate memorandum that was signed behind all our backs,” Grigoryan asked.

Nikol Pashinyan did not directly answer the question.

“Ms. Grigoryan, we have addressed this topic several times in the previous National Assembly. In the preceding period of the events you mentioned and in my televised message, I addressed the issue and its solutions and pathways. Therefore, I say that the situation we see today was indeed shaped by evaluating the security situation and security challenges. As a result of the decisions made, a certain change in the situation has occurred, but it has also been possible to maintain a certain stability in that region, and I think that you were making continuous statements on behalf of the Syunik people before the elections, and I believe that the people of Syunik assessed all those statements with their votes in these elections,” he said.

It is worth recalling that the first information about the memorandum was shared months ago by former Prime Minister Hrant Bagratyan, who published a text of the memorandum outlining certain coordinates related to the Goris-Davith Bek section, which is supposed to be monitored by Armenians and Azerbaijanis. Months ago, Tigran Avinyan provided commentary in the National Assembly about the existence of that memorandum, stating that apart from the statements and presented documents, there is another agreement regarding the Goris-Davith Bek section since the road passes through disputed territories.
