We Await Concrete Proposals: Pashinyan on Establishing Peace in the Region

Identifying the initiating side of provocative actions and violations of the ceasefire regime has always been a topic of debate, despite the question of traceability of provocative statements not posing significant complexity. Prime Minister Nikol Pashinyan stated this during today’s government session.

He once again emphasized the importance of the CSTO and the co-chairmanship of the OSCE Minsk Group in ensuring stability in the region, reaffirming previously announced principles.

“I have said before and I still believe that identifying the initiating side of ceasefire violations and the targeted condemnation of these provocative actions is crucial for the further de-escalation and stabilization of the situation. However, it is hard to envision such a function without the deployment of international monitoring mechanisms,” said Pashinyan.

The Prime Minister noted that one of these mechanisms is the CSTO observer mission, but if this is not acceptable for the CSTO, the alternative remains the observer mission of the OSCE Minsk Group.

“Returning to the call for resuming negotiations with Azerbaijan under the co-chairmanship of the OSCE Minsk Group, Armenia is ready to engage in the negotiation process at both high and higher levels, and we await concrete proposals. Opening a period of peaceful development for Armenia, Artsakh, and the region places special responsibility on the government based on the mandate received from our people. To solve this issue, we must be as active and flexible as possible. Our attitude and readiness should be as follows: to do everything possible to address the existing issues on the agenda,” said Pashinyan.

He noted that there are issues that can be resolved quickly, but there are also questions that require a longer time. “One of such issues, which I believe can be resolved relatively quickly, is the opening of regional communications, the agenda of regional unblocking, and I think we should resume our work in a trilateral format with the Deputy Prime Ministers as soon as possible and be more active and initiative in realizing new communication and economic opportunities in the region,” said Pashinyan.
