Whose Pockets Have the Millions Allocated for the Patrol Service Gone Into?

As the public debates the feasibility of billions spent on the patrol service at a time when the country is facing a severe economic situation, let us examine whom these millions were paid to and with whom the police have signed procurement contracts.

Lurer.com reports that the police have purchased 150 new vehicles for the newly formed patrol service. The cars are of the "Skoda Octavia" brand and were bought from "Czech Auto" LLC, which is owned by the family of former head of Civil Aviation, Artom Movsesyan. Two companies participated in the tender: "Czech Auto" LLC and "Fine Cars of Armenia." Interestingly, there have been notable developments here.

This means that a competition is announced under impossible conditions, several companies submit applications, two of which justify their arguments for not meeting the announced conditions, and then refuse to participate in the competition under those conditions. After that, the conditions are changed so that the only remaining participant wins the tender.

“GLOCK INTERNATIONAL FZE” will supply 800 pistols of the “GLOCK 19 Gen5” type, each costing about 225,000 AMD. The funding for the technical equipping of the patrol service personnel and vehicles, as well as the communication systems, uniform and equipment (excluding weapons) is provided by the United States.

The designer company responsible for the chevrons on the uniforms is linked to the Deputy Chief of Police Vardan Movsisyan. According to our sources, his friend's company handled the design of the chevrons for the new patrol service officers' uniforms.

In 2020, a procurement process was undertaken regarding the seismic condition study of buildings. A state procurement contract for services was signed with “Seismaproject” LLC under the code RA PD-GHVD-009-SYSMIC-2020/OS-2 with an estimated value of 1,100,000 AMD, and the service was fully provided.

Last year, the police purchased uniforms, including suits, jackets, trousers, and caps from “Manank” LLC, which is connected to Victoria Melik-Sargsyan, the wife of the Deputy Prosecutor of Yerevan’s Malatia-Sebastia administrative district, Arsen Kostandyan. Victoria Melik-Sargsyan is also the daughter of Grisha Melik-Sargsyan, a judge in the Court of Appeals.
