Nikol Pashinyan's Address on the Occasion of Constitution Day
Nikol Pashinyan has sent a message on the occasion of Constitution Day, in which he stated:
Dear fellow citizens, dear people,
Congratulations to all of us on July 5th, Constitution Day! We are welcoming July 5, 2021 in perfectly new conditions, as we have reached the conclusion of Article 2 of the Constitution of the Republic of Armenia, which cannot be amended. According to this article, power in the Republic of Armenia belongs to the people, and the people exercise their power through free elections.
The snap parliamentary elections of June 20, 2021 demonstrated that after decades of struggle, this constitutional provision has been irrevocably established in Armenia. Every citizen of the Republic of Armenia sees today that they are a decisive force, as stipulated in our country’s Constitution.
Thus, the parliamentary snap elections showed that in the last three years, deep changes have taken place in our constitutional consciousness, and for the first time in the history of the Third Republic, elections have become a means of overcoming political crises rather than creating crises. This creates strong prerequisites for implementing our mission to bring to life the constitutional reality.
The core of our forthcoming tasks is articulated in the preamble and the first article of our country's Constitution. We must rally our nation's best potential around the realization of the Republic of Armenia as a sovereign, democratic, social, and legal state, and this rallying must occur in accordance with the will of the people and not against it.
Among the priorities of our upcoming tasks are the agendas of external and constitutional security, aimed at the reform and establishment of state institutions called upon to serve these agendas. It is the proper provision of these agendas that should ensure access to the legal, social, educational, and infrastructural conditions necessary for the development of human potential, and we must work day and night on this agenda, aiming for our country's security and strength, the freedom, happiness, and well-being of the individual and citizen.
During this period, it is evident that we cannot avoid discussions around the governance system of our country, but even in this most crucial matter, we must be guided by the principle of 'measuring seven times before cutting.'
