The CSTO Secretary, referring to the intrusion of Azerbaijani troops into Armenian territory on May 12, stated that "we must understand that CSTO's capabilities are used only in the case of aggression or attack directed at one of the member countries. Here we are dealing, in essence, with a border incident. Thank God, there are no casualties, there are no shots fired. This is a border incident that needs to be resolved, and we are in favor of resolving it peacefully."
