Everything Will Be Clear on June 28: What to Expect After the Elections

According to the newspaper "Joghovor," early parliamentary elections are now a reality. The votes have been distributed as follows: "Civil Contract" party – 53.92%, "Armenia" alliance – 21.04%, "I Have Honor" alliance – 5.23%.

What is to be expected now? The Central Electoral Commission will summarize the final results of the elections on June 28, and it will be on that day that it will become clear how many mandates the forces passing into the Parliament will receive. According to preliminary data, CP will receive 72 mandates, "Armenia" will receive 27, and "I Have Honor" will receive 7 mandates.

Article 32 of the Law on "Rules of Procedure of the National Assembly" states, "In cases of early elections to the National Assembly, the first session is convened on the second Monday following the formation of the newly elected National Assembly at 10:00, which is announced by the Chairperson of the Central Electoral Commission." Thus, the new Parliament will be considered formed on June 28, with the second Monday falling on July 5, meaning the first session of the newly elected Parliament will take place on July 5.

The sessions of the first session are opened and chaired until the election of the President of the National Assembly by the oldest member of Parliament. The oldest in the list is Hovik Agazaryan, but it is unclear whether he will enter Parliament or not. It should be noted that on the occasion of the opening of the first session, the President of the Republic and the Catholicos of All Armenians have the right to give a welcoming speech.

However, it should be noted that yesterday the "Armenia" alliance issued a statement announcing plans to contest the election results, including the option to appeal to the Constitutional Court. In this case, the deadlines may change pending the Constitutional Court's consideration of the corresponding application.

The Law on the "Constitutional Court" of Armenia states that the Constitutional Court makes a decision on these matters no later than 15 days after the date of registration of the application. Therefore, if the opposition decides to appeal to the Constitutional Court, the process of forming the new Parliament will be prolonged.
