Will There Be a Change in the Electoral Threshold Before the Elections? "Hraparak"

The newspaper "Hraparak" reports: The extensive package of amendments to the Electoral Code, which has been reviewed by the Venice Commission, will soon be submitted to the Parliament for discussion. However, it will be adopted with the provision that it comes into effect from January 1, 2022.

Although the authorities intended to make a change in the passing threshold for parties by lowering it to 4% and raising it for blocs to 8% ahead of the snap elections on June 20, it is highly unlikely that they can do so before these elections. This is because the Venice Commission has signaled a green light for lowering the threshold, but it has also emphasized that worsening norms, such as raising the threshold, are not encouraged in the period immediately preceding the elections.
