The Second Police Battalion's Third Company of the Road Police has initiated a criminal case based on the decision of Senior Investigator Misha Stepanyan under Article 242, Part 1 of the Criminal Code of the Republic of Armenia. According to photojournalist Gagik Shamshyan, this case was opened regarding a traffic accident that occurred on April 8 on the 24th kilometer of the Yerevan-Sevan highway.

On that day, around 00:05, Garik Chobanian, a 35-year-old resident of Hrazdan, struck 22-year-old Erik Khachatryan from Charentsavan with his Opel vehicle and then collided with a parked GAZelle vehicle on the roadside.

As a result of the accident, Erik Khachatryan sustained injuries to his legs and was transported to the Mikhailian Institute of Surgery, where both of his legs were amputated below the knees.

According to Gagik Shamshyan, Opel's driver Garik Chobanian has a history of multiple convictions and had recently returned to Armenia from the Russian Federation, where he also faced legal issues. A sobriety test determined that he was intoxicated. It was also revealed that he was transferred to the Abovyan Medical Center for medical assistance.

Furthermore, the criminal case initiated by Misha Stepanyan has been transferred to the Kotayk Regional Investigation Department of the Investigative Committee of Armenia.
