Human Rights Defender Meets with Kapan Community Leader, David Bek and Kaghniut Village Heads

The Human Rights Defender and the President of Armenia visited David Bek village during the President's trip to the Syunik region, as reported by the Human Rights Defender's press service.

A meeting was held with the Kapan community leader and the heads of David Bek and Kaghniut villages. The situation in the community after the war from September to November 2020 was discussed.

In particular, due to the start of agricultural work, social problems have intensified. As a result of the processes related to the borders, people have been deprived of land or the opportunity to cultivate it, as it has come under Azerbaijani control. Moreover, there are private plots of land that, despite having legitimate cadastral certificates, have fallen under Azerbaijani control.

The individual issues of residents were discussed in detail, most of which had been recorded during previous visits and have already been officially addressed. Community residents raised the issue of the lack of job opportunities. It was suggested to formally outline their needs for consideration of possible support within the scope of authority of the President of the Republic of Armenia or the Human Rights Defender.

The offices of the President of the Republic and the Human Rights Defender will summarize the results of the joint visit and will take appropriate steps according to their authority, including collaboratively.

It should be noted that the peaceful residents of David Bek village were affected by attacks from Azerbaijani armed forces during the war in September-November 2020; one civilian was killed, and several others were injured.
