90% of Inquiry Commission Report is State Secret, Not Subject to Publication: Prime Minister

During a session of the National Assembly, Nikol Pashinyan responded to questions from MP Mkhitar Hayrapetyan of the 'My Step' faction regarding the conclusions drawn after the war and the mistakes made, as well as the basis for reforms in the army. Pashinyan noted that reforms have begun but will not conclude quickly.

The Prime Minister expressed his support for Hayrapetyan's proposal to establish a 'Truth' commission. "For instance, I have specific questions regarding the fall of Shushi and certain individuals. I have not publicly stated these until now, but I have mentioned in various discussions that I have questions related to the fall of Shushi. It is not the case that I have not addressed these questions to specific people. Because I am confronted with a reality that we need to assess the validity of the reports, whether they contain information that distorts reality, and if such data exists, whether they were distorted intentionally or accidentally. Of course, there should be a truth commission, and we should get answers to all questions,” he stated.

Referring to the activities of the April commission, he mentioned that a conclusion exists: "But it has not yet been published because it contains a massive amount of information that is state secret. This report is supposed to be directed towards state management bodies, such as the Ministry of Defense, the National Assembly, and the Government. It contains specific answers to questions, but they cannot be made public as they pertain to highly classified information. We conducted an examination to determine which parts of the report contain highly classified information, and it turned out that about 90% of the report is state secret and not subject to publication. The question remains, what is the purpose of this work if the information was gathered for consideration during future reforms?" Pashinyan concluded.
