Ministry of Health Clarifies Its Role in Insurance Compensation

The Ministry of Health has issued a clarification regarding an article published by a news website, titled "487 million drams to Robert Kocharyan's family business, 431 million drams to Khachatur Sukiasyan: The Ministry of Health made purchases from one person without a competition."

The Ministry states that it does not perform the function of compensating insurance companies for medical services in the event of an accident. "In the case of an accident, insurance compensation is implemented in accordance with the provisions of the law on 'Mandatory Insurance of Liability Arising from the Use of Automotive Vehicles' by the Bureau of Insurance Companies," the ministry clarified.

"The Ministry of Health signs contracts for the procurement of medical assistance and services for employees of state institutions and organizations (social package). The media either distorts the facts intentionally or lacks the knowledge that the organization of medical assistance and services for beneficiaries of the social package has been conducted by insurance companies since 2017, when Arsen Torosyan was not yet the Minister of Health," it added.

As for the statement in the article which mentions that the Ministry of Health "signed a purchase agreement with four insurance companies for 'hospital services' for the year 2021," the clarification states that contracts were signed between the Ministry and the insurance companies mentioned in the article in 2021, in accordance with the provisions of the law on 'Medical Assistance and Services to the Population' of the Republic of Armenia, for financing services through state budget funds and insurance compensations.
