A video has surfaced online showing Azerbaijanis driving around Kapan, the administrative center of Syunik Province, in cars with Armenian license plates, filming buildings and people.

The footage has sparked panic in Syunik, as residents are left unsure about how many similar groups are present in the city and what their intentions may be.
