Consistent news is coming from Artsakh that Aram Harutyunyan, the head of the Standing Committee on Science, Education, Culture, Youth, and Sports of the Artsakh National Assembly, has spontaneously decided to make changes to the "Language Law" in Artsakh. He has not even consulted whether it is necessary to make Russian an official language in Artsakh.
The newspaper tried to discuss these questions with Aram Harutyunyan to understand why he is taking these official steps that overshadow the Armenian language or whom he is trying to please. "Of course, as colleagues, we have had discussions with lawyers and specialists," Harutyunyan stated.
When asked whether he coordinated this change with the Russian side, the deputy replied, "We have discussed with various agencies whether they have such a problem in communication, and we have also consulted with experienced lawyers on whether it should be state or official, whether it is unconstitutional or not. We have had discussions and tried to understand whether correspondence is a problem in Russian or not, and we received appropriate responses that formed the basis of our decision."
By the way, the Artsakh government has not yet reacted to this initiative. "The government's conclusion is still not available," Harutyunyan concluded. Notably, Harutyunyan did not deny that he decided unilaterally to make Russian the second official language in Artsakh, which is certainly not accepted by the wounded but reviving Artsakh.
